Strengthening the country with science and technology is a new strategy for China's economic development. However, lack of core in many fields limits development innovation. This paper collects analyzes data on input output scientific technological innovation China, United States, Japan other major countries, then puts forward suggestions how to improve structure public financial expenditure technology, obtain funds through multiple channels, adjust personnel engaged R&D activities.
